OEG readies offshore sector for mandatory CAA helicopter refueling certification

January 16, 2026

(WO) - OEG is preparing for increased demand for helicopter refueling training as the offshore sector moves toward mandatory certification requirements under the UK Civil Aviation Authority’s CAP 437 regulations, expected to take effect in 2026.

The updated rules will require formal certification for personnel directly involved in offshore helicopter refueling operations, covering helicopter landing areas on offshore installations. OEG said its OPITO-accredited Helicopter Refuelling Training (HRT) program is designed to support compliance with the new requirements.

Training is delivered at OEG’s Helicopter Refuelling Training Centre in Portlethen, Aberdeenshire, which uses DefStan 91-091 compliant Jet A-1 fuel to provide hands-on instruction aligned with offshore operating conditions. The one-day course combines classroom instruction with practical exercises covering fuel handling, system setup, quality control and emergency response.

According to OEG, demand for helicopter refueling training has increased as operators and duty holders prepare for the regulatory changes. The company is expanding its training capacity and workforce to meet anticipated demand and said it plans to extend the training model to international markets, including the Middle East and Australia.

The Portlethen facility is OEG’s first OPITO-approved training center and supports certification in line with OPITO Standard 9255, with further workplace competence assessment aligned to Standard 9256.
