API Specification Q1: The significance of the new 10th edition

Major changes from 9th to 10th edition. The 10th edition of API Specification Q1 incorporates significant changes from the 9th edition, all designed to meet the evolving needs and quality expectations of the industry. These include the following:

  • Changing the definition of “product”
  • Expanding the records retention period
  • Allowing alternatives to the traditional quality manual

  • Aligning Q1 with the requirements of ISO 9001:2015, which defines how to “establish, implement, maintain, and continually improve a quality management system.”

A key distinction of this 10th edition is its expanded scope to include organizations that provide services for the petroleum and natural gas industry, as well as those that provide engineering design and physical product-related activities, such as distribution and logistics. (The 9th edition established quality system requirements for organizations that manufacture products in accordance with API and other specifications for use in the petroleum and natural gas industry. It also applies to organizations that provide services, such as heat treatment, threading, and testing if these activities or the results of these activities are identified as products under any applicable API product specification.)

This expanded focus ensures that not only manufacturers but also their suppliers adhere to the stringent quality management standards set forth by API.

Expansion of records retention. While the 9th edition requires records to be retained for 5 years, the 10th edition increases this requirement to 10 years. This may seem trivial, but it presents numerous benefits. For instance, if a safety incident occurs, having records that go back 10 years can be helpful in investigating the root cause. Additionally, it ensures accountability for a longer period, an important detail in an industry where equipment can be in service for decades.

Quality manual alternatives. Through many iterations of Q1, the specification has required organizations to memorialize their management systems in quality manuals. The 10th edition changes this requirement; while organizations are still permitted to maintain quality manuals, they can use other methods to document their management systems, too.

Supplier evaluation process. The 10th edition expands the requirements for supplier evaluations, adding steps for (a) initial supplier evaluations of critical and noncritical purchases; and (b) supplier reevaluations.

Alignment with ISO 9001:2015. The 10th edition of Q1 now aligns with ISO 9001:2015, Quality Management Systems — Requirements (whereas the 9th edition aligned with the now dated ISO 9001:2008). This alignment ensures that API Specification Q1 is synced with global quality management practices, fostering international compliance and recognition.
